 大學點遊民收容所 民代要求財務透明


皇后區大學點20大道127-03號將建男性遊民收容所，最快9月投入使用；州參議員劉醇逸等民選官員14日集會，要求市府公開此收容所的經濟成本和財政使用，以及市遊民服務局(Department of Homeless Service)在收容所上的支出，檢視相關經費是否有效幫助了遊民。

當日一起參加集會的還有州眾議員羅森塔爾(Daniel Rosenthal)和市議員瓦隆(Paul Vallone)；劉醇逸表示，市長白思豪日前在州議會作證，其中部分內容談到如何解決遊民危機，市府預算部門的數據顯示，市遊民服務局一年的預算約為21億元，其中有12億5000萬元用於為6萬1000名遊民提供棲身之地，代表每年在每名遊民身上的花費約2萬500元。

相比之下，大學點20大道127-03號收容所一年的花費是900萬元，提供200個床位；劉醇逸說，這意味著每名遊民要花4萬5000元，是全市平均水平的兩倍多。

劉醇逸表示，白思豪作證時承諾將盡力減少遊民收容所的開支，而方法之一就是不再讓私人興建遊民收容所，但20大道127-03號就是私人所建，且開發商David Levitan和Liberty One Group申請時還隱瞞使用目的，稱要存放辦公室家具設備。

「市府對遊民問題處理不力，不僅浪費納稅人的錢， 還讓私人開發商有機可乘。」劉醇逸說，市府不顧對社區和遊民本身的影響，將興建遊民收容所當作賺錢的途徑。

「任何人都不該從遊民身上賺錢」，羅森塔爾表示，在大學點興建收容所是錯誤的、不負責任的決定，市府資源理應正確運用，尋找長遠的解決遊民危機的途徑，而非一味讓私人建商賺錢。

瓦隆表示，David Levitan常年在全市興建遊民收容所，每個月能從每名遊民身上賺1000元左右，此次選中大學點並隱瞞使用目的，也是對大眾的欺騙；他說，「我們會繼續抗爭下去，不能讓遊民成為他人可以賺錢的產業。」瓦隆說，大學點本就是個擁擠、密集的社區，缺乏公共交通，再建收容所只會讓現有問題惡化，錯誤的選址和財政支出更不利於解決遊民危機。
